Maven project HopperImprovements

This plugin adds options to disable the InventoryMoveItemEvent for all plugins, cancel it (slow it down) when the target inventory is full or just log information about where it occurs.

These options can be edited in the config (which can be reloaded via /hopperimprovements reload)

The plugin does nothing when used with Paper builds above 1327 as these include their own hopper optimization.
